New Daylight Savings Time rules for 2007 will impact your business.
While the changes to the Daylight Savings Time (DST) rules will not have the impact of the Y2K changes, it will require a serious review of your business systems and fixes from your software vendors.
Under the previous rules, DST was from the First Sunday of April to the Last Sunday of October; or, for 2007 this would have been from April 1, 2007 to October 28, 2007.
With the new law, DST will start on the Second Sunday of March to the First Sunday of November, or, for 2007 this will be from March 11, 2007 to November 4, 2007
The extra time from March 11 to April 1 and October 28 to November 4 is not currently coded in the operating systems and applications that tell your systems to adjust for DST.
While the changes in DST rules apply to U.S. and Canada, the changes may affect users based outside of these countries.
Most of the major hardware/software vendors have web information dedicated to the issue.

Microsoft:
According to the Microsoft site, "In many cases, making the necessary changes to accommodate the new DST legislation will be a relatively minor task. Users may need to manually adjust the time on their devices when the change occurs.
In other cases, more substantial efforts may be required. In some cases, systems and applications may need to be updated directly, while in others, the application may simply inherit or "read" the date and time information
from the underlying system that it resides on so the changes need only be made to that underlying system. Given the broad range of technology in use today-and the integration of systems between customers, vendors,
and partners-business and IT managers should determine what actions should be taken to mitigate the affects of DST 2007 on their organizations."
